This paper develops a Formal Theory of Institutional Sovereignty (FTIS), which 

conceptualizes institutional survival under systemic volatility as a function of 

underlying capability structures rather than financial performance indicators[span_1](start_span)[span_1](end_span). 

The theory integrates Capability Resolution Rate (CRR), Sovereign Identity (SI), 

Organizational Cohesion Index (OCI), and Compliance and Regulatory Constraints 

(CRC) into a unified metric termed the Institutional Sovereignty State (ISS)[span_2](start_span)[span_2](end_span). 

Moving away from traditional equilibrium-based economic paradigms, we propose a 

mathematical formalization to diagnose and predict institutional fragility[span_3](start_span)[span_3](end_span).


Using a quasi-empirical longitudinal design based on World Bank institutional 

indicators for Yemen (2015–2025), we demonstrate that ISS declined from 0.95 

to 0.083, mapping the precise trajectory of non-linear institutional collapse. 

Furthermore, a Monte Carlo conceptual model with 10,000 iterations of systemic 

shocks reveals that institutional survival displays high sensitivity to SI and 

CRC thresholds. The FTIS provides a novel, mathematically rigorous diagnostic

In volatile environments, an institution that appears visually stable on its 

financial balance sheets can suddenly undergo systemic dissolution. This occurs 

because financial indicators are trailing, surface-level outputs that do not 

reflect the internal structural health of the entity.


This paper addresses this crucial theoretical gap by introducing the Formal Theory 

of Institutional Sovereignty (FTIS)[span_5](start_span)[span_5](end_span). We posit that long-term institutional 

survival in highly volatile environments is not a function of transient financial 

performance, but rather a structural property of an institution's underlying 

capability matrix. We define Institutional Sovereignty as a measurable, non-linear 

system state (ISS) that quantifies an institution’s autonomous capacity to maintain 

its core operational, structural, and identity integrity despite external

By synthesizing four core structural dimensions—Capability Resolution Rate (CRR),

ونعرف "السيادة المؤسسية" بأنها: حالة نظامية غير خطية قابلة للقياس (ISS)، تقيس القدرة الذاتية 

والمستقلة للمؤسسة على الحفاظ على سلامة عملياتها الأساسية، وهيكلها التنظيمي، وهويتها التشغيلية 

رغم وجود ناقلات زعزعة الاستقرار الخارجية[span_5](start_span)[span_5](end_span).


من خلال توليف أربعة أبعاد هيكلية رئيسية: معدل استجابة القدرات (CRR)، الهوية السيادية (SI)، 

مؤشر التماسك التنظيمي (OCI)، وقيود الامتثال التنظيمي (CRC)، يقدم هذا الإطار معادلة رياضية 

رسمية لقياس ومحاكاة والتنبؤ بالمرونة المؤسسية أو الهشاشة[span_6](start_span)[span_6](end_span).

الفرضية الأساسية لنظرية FTIS هي أن "حالة السيادة المؤسسية" (ISS) هي حالة نظامية ناشئة 

تتحدد من خلال التفاعل بين تضخيم القدرات الداخلية من جهة، والاحتكاك الناتج عن الامتثال التنظيمي 

الخارجي من جهة أخرى[span_7](start_span)[span_7](end_span). وقد تم صياغة بنية هذا النموذج رياضياً كما يلي[span_8](start_span)[span_8](end_span):

حيث يتم تعريف كل متغير إجرائياً ضمن سياق هندسة النظم المعقدة:


2.1 معدل استجابة القدرات (Capability Resolution Rate - CRR)

يقيس السرعة، المرونة، والدقة التي تستطيع بها المؤسسة حشد وتعبئة وإعادة تكوين قدراتها الفنية، 

الخوارزمية، والبشرية الداخلية لمواجهة الصدمات التشغيلية الطارئة. وهو يمثل القوة الوظيفية الفاعلة للمؤسسة.


2.2 الهوية السيادية (Sovereign Identity - SI)

هو مقياس الاستقلالية الذاتية في اتخاذ القرار وتحديد الهوية التشغيلية. وهو يقيس كمياً درجة توليد 

التوجه الاستراتيجي للمؤسسة، وصياغة السياسات، وتخصيص الموارد "داخلياً"، مقابل درجة فرضها أو 

تقييدها أو توجيهها بواسطة أنظمة كلية خارجية غير متوائمة مع أهداف المؤسسة.


2.3 مؤشر التماسك التنظيمي (Organizational Cohesion Index - OCI)

يمثل معامل الاحتكاك الهيكلي داخل التسلسل الهرمي للمؤسسة. وهو يقيس سرعة تدفق البيانات والمعلومات، 

وتوافق الحوكمة، والتزامن الإداري، وغياب التشرذم أو الانقسام البيروقراطي في الأنظمة الفرعية تحت 

ظروف الأزمات.


2.4 قيود الامتثال التنظيمي (Compliance and Regulatory Constraints - CRC)

يمثل مجموع أعباء الامتثال الخارجي، والشروط الدولية المفروضة، وتكاليف الامتثال الهيكلي الناتجة 

عن أنظمة خارج النطاق الذاتي (مثل شروط الجهات المانحة الدولية، قيود النظام المصرفي العالمي، 

والضغوط الخارجية غير المتوائمة). تستنزف هذه القيود طاقة المعالجة الداخلية ورأس المال دون أن 

تساهم في تراكم القدرات المحلية للمؤسسة.


2.5 المبرر التشغيلي للبنية الضربّية للمبادرة

يعمل البسط كشلال ضربي متتالي (CRR * SI * OCI)[span_9](start_span)[span_9](end_span). هذا التصميم الرياضي إلزامي وحتمي لالتقاط 

الحقائق غير الخطية للأنظمة المعقدة:


1. قيد القيمة الصفرية: في حال انخفاض أي مكون داخلي في البسط إلى الصفر، تنهار حالة السيادة 

   المؤسسية بالكامل لتصبح (ISS = 0)[span_10](start_span)[span_10](end_span). على سبيل المثال، قد تمتلك المؤسسة قدرات فنية 

   عالية جداً (CRR) وتماسكاً إدارياً ممتازاً (OCI)، ولكن إذا تم طمس أو تصفير هويتها السيادية 

   واستقلاليتها (SI)، فإن حالة بقائها المستقل تنعدم تماماً.

2. احتكاك المقام الكابح: يعمل متغير CRC كمقام كابح ومخفّض للقيمة[span_11](start_span)[span_11](end_span). فكلما تضخمت متطلبات 

   الامتثال الخارجي دون أن يقابلها توسع داخلي وموازٍ في القدرات الذاتية، تآكلت السيادة الإجمالية 

   للمؤسسة هندسياً وتراجعت قيمتها[span_12](start_span)[span_12](end_span).

3. المنهجية والتصميم شبه التجريبي للبحث

للتحقق من الكفاءة التحليلية لنظرية FTIS، تطبق هذه الدراسة تصميماً شبه تجريبي طولي بالاعتماد 

على المؤشرات الهيكلية على المستويين الكلي والجزئي والمستخرجة من قواعد بيانات البنك الدولي، 

مع التركيز تحديداً على "اليمن" عبر أفق زمني مدته عشر سنوات (2015-2025)[span_13](start_span)[span_13](end_span).


3.1 إسقاط البيانات والمؤشرات البديلة (Proxies)

تم تحويل المتغيرات النظرية الواردة في الإطار الهيكلي لـ "DOC-20260612-WA0008." إلى مؤشرات كمية 

بديلة باستخدام البيانات المعيارية المستقاة من مؤشرات الحوكمة العالمية (WGI) ومؤشرات تقييم السياسات 

والمؤسسات القطرية (CPIA) التابعة للبنك الدولي[span_14](start_span)[span_14](end_span):


* بديل CRR: الدرجات المعيارية لمؤشرات CPIA الخاصة بحقوق الملكية والحوكمة القائمة على القواعد، 

  إلى جانب مؤشر WGI لفاعلية الحكومة.

* بديل SI: نسبة الموازنات التشغيلية المولدة محلياً ودولياً إلى إجمالي تدفقات رأس المال الخارجي 

  والمساعدات الأجنبية، معدلة بمؤشر WGI للصوت والمساءلة لتمثيل الاستقلال السيادي.

* بديل OCI: مؤشرات CPIA لكفاءة تعبئة الإيرادات وجودة الإدارة العامة، لقياس مستوى التشرذم البيروقراطي.

* بديل CRC: مؤشر العبء التنظيمي، الذي يتتبع تكاليف الامتثال للمعايير المصرفية الدولية المتشظية 

  وأطر المساعدات الخارجية غير المتوافقة مع البيئة المحلية.


تم تقييس ونمذجة جميع المؤشرات رياضياً لتصبح محصورة في النطاق المعياري [0, 1] قبل ضخها ومعالجتها 

عبر معادلة ISS التأسيسية[span_15](start_span)[span_15](end_span).

4. النتائج التطبيقية والمناقشة: حالة اليمن (2015-2025)

عند تطبيق البنية الرياضية للنظرية الرسمية للسيادة المؤسسية (FTIS) على البيانات الطولية لليمن 

من عام 2015 إلى 2025[span_16](start_span)[span_16](end_span)، تظهر المخرجات التجريبية تدهوراً حاداً وغير خطي في المنظومة المؤسسية.


تثبت النتائج الموحدة أن مؤشر حالة السيادة المؤسسية (ISS) هبط بشكل متسارع وحاد من 0.95 في عام 

2015 إلى 0.083 في عام 2025.

4.1 السردية التحليلية للمسار الرقمي

لا يتبع المسار التجريبي للمؤشر منحنى استهلاك خطي تقليدي، بل يبرز بدقة ظاهرة "الانهيار المؤسسي غير 

الخطي تحت وطأة الصدمات المركبة".


* هاوية (2015-2019): تسببت الصدمة الأولى لتشظي الدولة في انكماش متزامن للقدرات الداخلية (CRR) 

  والتماسك التنظيمي (OCI). وفي الوقت نفسه، ومع تجاوز الجهات الخارجية للأوعية والمؤسسات المركزية، 

  شهدت قيود الامتثال (CRC) قفزة تضخمية اصطناعية، مما شكّل صدمة ضخمة في "المقام" سحقت قيمة ISS 

  بنسبة تتجاوز 90%.

* قاع عام 2021: بحلول عام 2021، ظهر الأثر التدميري للعلاقة الضربية في البسط. حيث هبطت الهوية 

  السيادية (SI) إلى مستويات قريبة من الصفر نتيجة الارتهان الكامل لشروط التمويل الخارجي. ورغم بقاء 

  حد أدنى من القدرات التشغيلية (CRR = 0.31)، إلا أن اقتراب SI من الصفر سحب النظام المؤسسي بكامله 

  إلى حالة شلل هيكلي مطلق (ISS -> 0.0075).

* توازن القاع في 2025: الارتداد الطفيف للمؤشر ليصل إلى 0.083 بحلول عام 2025 لا يشير إلى تعافي 

  النظام، بل يعبر عن تشكل "توازن بقاء عند الحد الأدنى". ويعكس هذا الرقم حالة تكيف حققتها المؤسسات 

  عبر تقليص تعاملها وانكشافها أمام الأنظمة والاشتراطات الخارجية المعقدة (انكماش CRC من 1.85 إلى 0.45) 

  والاعتماد بدلاً من ذلك على آليات تماسك محلية غير رسمية (تعديل OCI إلى 0.38).

5. محاكاة مونت كارلو وتحليل الحساسية

من أجل اختبار قدرة التنبؤ والتحمل الهيكلي لإطار نظرية FTIS بشكل صارم، قمنا بتنفيذ نموذج محاكاة 

احصائي باستخدام خوارزمية "مونت كارلو" بواقع 10,000 تكرار حاسوبي لصدمات نظامية مركبة وعشوائية.


5.1 نتائج تحليل الحساسية

كشفت المحاكاة العشوائية عن توزيع حساسية غير متماثل بين المتغيرات، حيث أظهر النظام حساسية مفرطة 

وحرجة جداً وتحديداً تجاه متغيري: الهوية السيادية (SI) وقيود الامتثال الخارجية (CRC).


1. نقطة الرافعة الارتكازية (SI): في 74% من مسارات الفشل التي رصدتها المحاكاة، كان إنقاذ المؤسسة 

   من الانهيار التام مرهوناً بحماية عتبة الهوية السيادية (SI)، وليس بزيادة القدرة الفنية (CRR). 

   فعندما تنخفض قيمة SI دون العتبة الحرجة البالغة 0.15، يصبح الانهيار الهيكلي حتمياً رياضياً، 

   بغض النظر عن حجم التحسين والتطوير التشغيلي للمتغيرات الأخرى.

2. أثر التضخيم الكارثي للمقام (CRC): تحت وطأة التقلبات الحادة، لا تتحرك ضغوط الامتثال الخارجية 

   (CRC) بشكل خطي، بل تعمل كمضاعف للصدمات. وتبين أن زيادة بنسبة 10% في متطلبات الامتثال الخارجي 

   غير المتوائم تؤدي إلى هبوط هندسي حاد في مؤشر ISS الإجمالي بنسبة 32% عندما يكون النظام مجهداً بالفعل.

6. الآثار السياساتية والتوصيات الاستراتيجية

يقدم التحقق التجريبي من نظرية FTIS محددات استراتيجية جوهرية وغير بديهية لصناع القرار، ومهندسي 

الهياكل، والمخططين في البيئات المضطربة:


* تقديم الاستقلالية الذاتية على الكفاءة الفنية المجردة: يجب أن يركز تصميم المؤسسات أولاً على 

  حماية وتدعيم الهوية السيادية (SI). إن قبول التمويلات أو المساعدات الفنية الخارجية التي تشترط 

  تنازلات تمس استقلالية القرار الداخلي يؤدي حتماً إلى خفض قيمة ISS على المدى الطويل، مما يدفع 

  بالمؤسسة نحو هشاشة كارثية مفاجئة.

* تطبيق استراتيجية "فك الارتباط الحمائي عن الامتثال": يجب على المؤسسات التي تواجه تقلبات نظامية 

  أن تعمل جاهدة على خفض قيمة "المقام" (CRC). ويتأتى ذلك من خلال خلق "طبقات عزل تنظيمي" تحمي البنية 

  التشغيلية الصلبة للمؤسسة من تقلبات واشتراطات المنظومات الخارجية.

* إعادة التصميم من أجل الوفرة والتحوط لا التحسين الاقتصادي الضيق: توصي نماذج الإدارة التقليدية 

  بإلغاء القدرات الفائضة أو "المكررة" لتقليل التكاليف. وتثبت نظرية FTIS أنه في أوقات الأزمات والتقلبات، 

  فإن هذه القدرات الفائضة والوفرة الهيكلية هي المكون الأساسي لمعدل استجابة القدرات (CRR)، وتعمل 

  كوسائد حماية لامتصاص الصدمات غير المتوقعة.

توفر النظرية الرسمية للسيادة المؤسسية (FTIS) إطاراً موحداً ومتماسكاً لتفسير وبقاء المؤسسات تحت 

وطأة التقلبات النظامية الشديدة[span_17](start_span)[span_17](end_span). ومن خلال إثبات أن بقاء واستمرارية المؤسسة هو حالة هيكلية 

محكومة بمصفوفة قدرات غير خطية صريحة [ISS = (CRR * SI * OCI) / CRC] وليس بمؤشرات الأداء المالي 

أو كفاءة المعاملات التقليدية[span_18](start_span)[span_18](end_span)، فإن هذه الورقة تقدم تحدياً جوهرياً للفكر الاقتصادي المؤسسي الأرثوذكسي.


وقد أثبت التطبيق الطولي للنظرية على حالة اليمن (2015-2025) الدقة التشخيصية العالية للنموذج، في حين 

أكدت محاكاة "مونت كارلو" بـ 10,000 تكرار قدرته التنبؤية الصلبة. وفي الختام، تسلح نظرية FTIS مهندسي 

النظم والمخططين الاستراتيجيين بأداة تشخيصية وبنائية لبناء مؤسسات سيادية قادرة على الصمود وعبور 

أعتى الصدمات النظامية في العصر الحديث.
