​This manuscript proposes a novel quantitative framework for conceptualizing and measuring institutional sovereignty and systemic resilience under conditions of extreme, non-linear volatility. Moving beyond conventional static institutional models, our study introduces the Institutional Sovereignty Score (ISS). This mathematical index structurally integrates capacity responsive dynamics, strategic identity, operational continuity, and compliance/friction costs within a unified system dynamics and panel econometric framework.

​By bridging the gap between complexity theory and institutional economics, this work provides a scalable, testable methodology for comparative institutional assessments. To demonstrate its empirical validity, the framework is applied to a longitudinal case study of institutional behavior within highly volatile environments (2015–2025), backed by robust Monte Carlo stress-testing simulations.
